Our residential complex houses vulnerable and unwell people.

Homes NSW has a duty of care to ensure ongoing Quiet Peace and Enjoyment.

To date Monday 28th September 2026 Homes NSW has not fixed this matter.

• As far back as 2 years ago - since prior to September 8th 2024:
• There have been multi-complaints of ASB About Sarah and Jenny Townhouse 19
• Persistent Long Term Deliberate Nuisance Barking
• Sarah And Jenny Using Their Dogs As A Weapon To Cause As Much Distress As Possible to Neighbours
• I think that Sarah and Jenny have rewarded their dogs to bark on cue.
• When the barking starts Sarah and Jenny NEVER make any attempt to STOP the dogs from barking.
• A respectful tenant would be stopping the dogs as soon as the nuisance barking starts.
• Sarah and Jenny let the nuisance barking continue over and over and over.
• The barking is cyclic. It is damaging because it is repetetive.
• Cyclic - there are enough LOUD Penetrative barks to shatter your nerves / wake an unwell person.
• Then it stops for a bit, only to repeat the same LOUD Penetrative pattern over and over.
• The simplest solution would be to just put the dogs inside to STOP the nuisance barking.

There are 4 x close-by neighbours who are severely unwell.

I encourage Homes NSW to contact tenants residing closeby to Townhouse 19.

Ramahn in Townhouse 18 died after a painful battle from stage 4 Brain Cancer.

Brain Cancer crippled Ramahn but,

Sarah and Jenny's vile racism, deceitful tactics and abuse toward Ramahn made his life hell.

Sarah and Jenny actions were deliberate in order to cause Ramahn as much distress as possible.

Over 2 years ago Ramahn told me that he politely tried to speak to Sarah and Jenny about the pain that their dogs were causing him. They told him to F*ck Off You Black C*nt. When Ramahn tried to speak to Sarah about the noise from Sarah talking loudly on her phone out on the verandah late at night, the two women would stage random acts of "reverse victim". Ramahn told me that they would randomly scream out, "Leave us alone!!"

"Please leave us alone! Just leave us alone!"

Please just leave us alone!!" Ramahn told me that they used this strategy of pretending

to be the victim to make it wrongfully appear as though he was the aggressor.

Sarah and Jenny's actions were deliberate in order to cause Ramahn as much distress as possible.

The neighbour in Townhouse 20 tells me that the adult to adult noise of domestic abuse

coming from Townhouse 19 is so aggressive that when her partner stays over he cannot sleep.

This Complaint Has Been Going On For Such A Long Time

Many Homes NSW Officers have now spoken to Sarah and Jenny.

My records show correspondences prior to September 8th 2024:

But Sarah and Jenny are now skilled at escaping consequences for their actions.

Sarah and Jenny now display feeling more entitled and emboldened each time.

We need Homes NSW to enforce their own policies.

Jenny once told me that she and Sarah are a married couple.

Frequently I hear screaming by them at each other.

The dysfunctional adult to adult screaming is aggressive.

It is totally independent of the daughter with special needs' screaming.

Sarah and Jenny frequently yell at their life partner (each other) to "F*ck Off C*nt!"

Jenny once told me that they have 9 children.

It is my understanding that 7 of those kids have been taken into foster care.

I do not believe that Sarah and Jenny are responsible dog owners.

The dogs' living environment is a backyard that is disgusting.

It is strewn with rubbish and dog sh*t.

It is only recently that Sarah and Jenny gave the dogs a kennel.

The smell of the unsanitary yard bothers both next door neighbours.

I have heard Sarah and Jenny angrily scream out either dog's name.

The following sound is that the dog screams in pain.

"Billy" and "Thea" are given no mental stimulation, no engagement or toys.

No one that I have spoken to has ever seen the dogs walked.

I believe that "Billy" and "Thea" are depressed.

And that they nuisance bark on cue from Sarah and Jenny

as well as out of loneliness and neglect.

After 2 years of making this complaint we are completely exhausted.

I do not believe that Sarah and Jenny are responsible enough to ethically train their dogs not to bark.

I allege that it is Sarah and Jenny's INTENT TO ALWAYS use their dogs

to be a CONTINUOUS NUISANCE to other Homes NSW Tenants.

They do this because Homes NSW has never enforced consequences.

I am not the only HNSW tenant who cannot sustain the nuisance barking from dogs that are neglected.

The simplest solution would have been to just put the dogs back inside to STOP the nuisance barking.

We are seeking that Homes NSW enforce whatever consequences that it takes to ENSURE that the dogs STOP barking.

The neighbours' right to quiet peace and enjoyment needs to be restored.

Update 22nd September

The tenants never make any attempt to STOP the dogs from barking.

They just let the barking go on and on.

The dogs continue to wake me up each day.

This week when one of the neighbours has yelled out for the dogs to shut up, it might work or it probably won't.

Between the neighbours in this section of the complex there are 10 dogs residing.

If Sarah and Jenny's actions weren't deliberate, they would be trying to train the dogs not to bark.

Why hasn't Homes NSW made Sarah and Jenny come into line with all of the other dog owners?

I think I was wrong in a below entry - about which dog is which.

I now think that Billy is black and that Thea is the chocolate brown dog.

Both dogs have white on their chests.

As my dog and I passed by today, both dogs came to the fence line.

I think that they are nice dogs.

They are not savage or aggressive.

They are sad.

It should be noted that as a person with disability I am doing my best to gather, edit, collate and upload as much proof as possible. However it is because of my disability that I am sleeping up to 18 hours a day.

The result is that I am not getting as much of the barking that is occurring.

It is also very tedious and time consuming wasting time that I cannot afford.

The nuisance barking is random many many times all throughout the 24 hour day.

We had a perfect day on Tuesday 6th October.

I sent a big Thank You to the Client Service Officer.

This proved that Sarah and Jenny can be respectful of their neighbours if they actually wanted to.

BUT

It was short lived.

Once again pressing record when the barking has already started, guessing where to stop,

uploading to Youtube and then updating this website is tedious and time consuming.

Adding these entries of Sarah and Jenny making no effort to STOP the nuisance barking,

stole time away from my other responsibilites that I cannot afford to waste.

Sarah and Jenny's barking dog woke me up with a headache.

I feel lousy.

I didn't know the app was on mute when I captured 3 more samples of the nuisance barking.

For this complaint to have continued for over 2 years and the fact that the tenants' orchestration of the Nuisance Barking is Deliberate Anti-Social Behaviour is Criminal.

To have to live through these LOUD Penetrative Barks is Physically and Emotionally Exhausting.

This Issue Is Having A Major Detrimental Impact On Destroying The Quality Of My Life.

This Abuse should NEVER have happened to Ramahn.

Please also note that I have to physically press the record button on the app on my phone every time.

This may take me time and I usually miss portions of the barking sessions.

I also have to "guess" when the current barking session is finished.

On Friday 11th September I was able to get a better glance (through the fence) at both of the dogs.

One of the dogs is a chocolate brown colour.

I think I was wrong about which dog is which.

I think that Billy is the black one and Thea is the brown dog.

He(?) has "fold over ears" like a Labrador but round the ears are round at the bottom.

He(?) has white on his chest.

(He?) is the father of the other dog.

At one point Townhouse 19 had 3 dogs.

I made a complaint about nuisance barking, reckless ownership and puppy farming.

They got rid of the mother dog.

The other remaining dog is black with white on (her?) chest.

She(?) has the same kind of ears as the father.

This is the puppy that they kept.

She has the same kind of "fold over ears" like her father, like a Labrador but round at the bottom.

I think that they are nice dogs because they are not savage or feral at the fence line.

But I do believe that they are:

Lonely

Living in filth in the yard

Never walked

Neglected and mis-treated.

Dysfunctionally trained with pain and food to make them bark.

Being used as a weapon to destroy the well being and peace of the neighbours.

The times that the dogs nuisance bark are random around the 24 hour clock.

On the morning of Friday 11th September at approx 11:30 am,

I heard loud knocking and a male voice yelling.

He yelled something about "shutting your dogs up" and being considerate to other neighbours.

I don't know who it was but he sounded like he was at his wits' end.

I am using a 2nd phone to record the nuisance barking.

However I am losing the beginning of the barking because I have to do each recording manually.

If the phone is on my desk I only lose a couple of barks.

But if the phone is not at my finger tips or I am sleeping

I might not be able to record the beginning of the nuisance barking session.

I am feeling overwhelmed with trying to update this site.

However, fortunately there has not been too much barking today.

So I don't really have any entries for today. (Friday 11th September)

For the same reasons and other life problems that are overwhelming me

I have not been recording the nuisance barking for the past couple of days.

I am trying to catch up with previous days' entries since 4th September.

I also had technical problems where Youtube froze me out of my account.

This was for uploading too many videos.

This combined with personal physical struggles has slowed me down with this report a lot.

This issue has gone on for more than 2 years.

It has taken me away from important goals in my life.

Fighting for its cessation has been exhausting.

If there were an app or a tool that automatically recorded the nuisance barking and put it in a graph,

that would give Homes a lot more information than one unwell person

can manually provide, record, edit and upload.

Also as mentioned in a previous conversation with the SCSOS:

I am always the sole and proactive complainant for injustices that are not right in the complex.

I have found it frustrating that many of my neighbours complain to me and ask for my help,

but then never follow through on basic steps to ask for Homes' support.

There is a widespread tenant attitude that "Houso don't do nothin' anyway"....

This is why I will always fight for what is right until completion.

I am alleging that the nuisance barking is deliberately switched on and off like a tap.

It is completely controlled by the tenants in Townhouse 19.

The Human Beings living here want the silence and right to peace and quiet enjoyment that we deserve.

Tuesday 8th September

The following screenshot is from between 8am and 9am on 8th September.

I will convert and update when I get a chance.

It has usually been just one dog barking at a time.

However on the evening of 8th September I noticed that

the tenants are now also making the 2 dogs bark at the same time.

I want the tenants to STOP their dog(s) from barking the moment that it starts.

This is achieved when the dogs are put back inside the home.

As a deliberate act of ASB what the tenants have done is trained their dogs

the very opposite of what HNSW has told them to fix multiple times over more than 2 years.

Its going to take me a while to update these screenshots.

Collating this proof is time consuming and tedious.

My only option is to manually press record each time that I hear the dogs bark.

This is often not practical and it also means that the barking has started before I can press record.

The process of collating this information takes hours.

So that I can collate all the proof here on this link.

I am currently days behind.

Due to my medical situation I sleep excessively each day.

The result being that I am only able to collect a portion of the nuisance barking

that is occurring. It often wakes me up with a headache.

My neighbours and I believe that our rights

to quiet peace and enjoyment are not being respected.

SEPARATE COMPLAINT OF ASB:

I state that:

It is a regular response that Jenny and Sarah will tell anyone who asks

them to stop their dogs' nuisance barking to F*CK. OFF !

This is said with aggression and deliberate. pause. between the words.

Regular variations of their hate-filled abuse include:

"F*CK. OFF. C*NT

F*CK OFF YOU BLACK C*NT

It is illegal for a tenant to use the balcony of a HNSW property to harass and abuse a member of the public.

As per the proof provided in the above video:

On Monday 7th September at approximately 10:30 pm Jenny from Towhnouse 19

abused and harassed a member of the public by:

1) Never making any attempt to stop her dog(s) from nuisance barking

2) Abusing a member of the public by yelling out from a HNSW balcony in an aggressive manner to F*CK. OFF.

Jenny abused the guy TWICE in this aggressive manner.

The tenant is in the wrong for never stopping their dogs from being a nuisance.

No one deserves to be met with such over-entitlement and aggression.

I am requesting that HNSW take action against Jenny for ASB.

On Friday 4th September at approx 11.30 am I scootered past 19 with my 16 y.o. service dog.

My dog was walking on the inside, on the grass between their fence and my mobility scooter.

Billy and Thea were both laying near their back gate.

Neither Billy nor Thea were reactive to my dog.

At approx 1.30 pm I scootered past with my 2yr 8 months old service dog.

My dog was walking on the inside, on the grass between their fence and my mobility scooter.

Billy and Thea were both in the back yard.

Neither Billy nor Thea was reactive to my dog.

I think Billy and Thea are nice dogs.

They tend to be more reactive to passers by in peak times of between 4 pm and 7 pm.

(This is a prime time that they disturb me and wake me up with headaches.

I am alleging that Billy and Thea have been dysfunctionally trained to nuisance bark.

I am alleging that 19 are using their dogs as a weapon against the wellbeing of their neighbours.
